Immigration Department Pursues Paramilitary Reform as Passport Processing Improves

Sierra Leone’s Immigration Department says it is pursuing a transition toward a paramilitary institutional model as part of wider reform efforts aimed at strengthening border management and improving operational discipline. According to remarks attributed to the Chief Immigration Officer, the move is intended to align the department more closely with the security role immigration agencies play in many countries.

At the same time, the department says it has made progress in public service delivery, especially in passport processing. The Chief Immigration Officer said passport processing times had been reduced to around two weeks, a benchmark likely to draw attention from citizens long used to delays and uncertainty in obtaining travel documents.

The combination of institutional restructuring and service improvement suggests that the department is trying to balance security reforms with citizen-facing efficiency. That balance will matter, because the success of immigration reform is often judged not only by enforcement capacity but also by the reliability of basic services such as passport issuance.

If sustained, the changes could reshape both the department’s internal culture and the public’s experience with immigration services. The real test, however, will be whether the promised improvements remain consistent over time.
